The phrase is implying that the beer is very easy to get, but with the short dressed ladies it imply's that they are easy to get too. This advertisement by Old Milwaukee beer is portraying women as easy to get if you drink their beer. This advertisement is downgrading women by portraying to the american man that they only need some alcohol in their body to have that ability to pick up women. I also get the impression that the advertisement is portraying that if the women are under the influence of alcohol like Old Milwaukee then they will be easy to to pick up.
